On November 14, 2023, the <a href=\"https:\/\/www.sbc.senate.gov\/public\/\">U.S. Senate Committee on Small Business and Entrepreneurship\u00a0<\/a>(SBC) brought forth a bill that hopes to give veteran small-business lending a long-term boost.\u00a0Introduced by SBC Chair Senator Jeanne Shaheen (D-NH), the<em> Heroes Business Opportunity Act of 2023 <\/em>\u201cwould waive the Small Business Administration\u2019s (SBA) Guaranty Fee (also known as the Upfront Fee) for 7(a) loans up to $1 million made to veteran-owned small businesses,\u201d <a href=\"https:\/\/www.sbc.senate.gov\/public\/index.cfm\/pressreleases?id=7774CB26-07AD-4A0D-A591-173E46B0B011\">according to the SBC website<\/a>. In short, this bill would make certain that veterans have all the resources necessary to access credit that will help start or grow their small businesses.<\/p>\n<p>\u201cThe brave men and women of our armed forces do not fail our nation when serving our country, and our nation must not fail them when they return home and transition to civilian life,\u201d Sen. Shaheen <a href=\"https:\/\/www.sbc.senate.gov\/public\/index.cfm\/pressreleases?id=7774CB26-07AD-4A0D-A591-173E46B0B011#:~:text=(Washington%2C%20DC)%20%E2%80%93%20U.S.,for%207(a)%20loans%20up\">said in a statement<\/a>.<\/p>\n<p>To help offset the Small Business Administration\u2019s (SBA) cost for funding borrowers who default on their loans, <a href=\"https:\/\/www.fhfa.gov\/PolicyProgramsResearch\/Policy\/Pages\/Guarantee-Fees-History.aspx\">guaranty fees<\/a> must be paid in advance\u00a0on the guaranteed portion of an\u00a0SBA loan. The fee is set by the agency each year, meaning they have a tendency to fluctuate and typically range from 0.25 percent to 3.75 percent. To put this into perspective, the <a href=\"https:\/\/www.sba.gov\/sites\/sbagov\/files\/2023-08\/FY_2024_CBJ_2023.08-508.pdf\">SBA&#8217;s estimated fee income<\/a> for fiscal year 2022 was $27.7 million.<\/p>\n<p>In 2023, the SBA introduced 7(a) changes to the <a href=\"https:\/\/www.sba.gov\/sites\/sbagov\/files\/2023-08\/7%28a%29%20Fees%20Notice%20FY%2024%205000-848801.pdf\">fee structure<\/a> that was put into place for fiscal year 2024; this effectively eliminates\u00a0the upfront fees on\u00a07(a) loans below $1 million for all borrowers\u2014but only for this year. And because the SBA updates its fees on an annual basis, that means these would likely rise in the future.
